Ability to Set a Specific Date/Time for Step Delays in Workflows

Use Case:
Flat Fee Landlord team would like to schedule certain nurture emails to go out on a specific date and time each year (for example, annual long-term nurture messages in the Prospect Owners pipeline). Currently, step delays are relative to when a lead enters a stage, making it difficult to align communication with specific dates on the calendar.
Additional Details:
At the moment, there isn’t a way to set a fixed date/time for a workflow step. While we can use a date custom field (if filled out in advance) or step delays to “map out” when steps occur, this doesn’t provide the flexibility we need. The request is for the ability to define an exact calendar date and time for steps—particularly emails—so they can be consistently triggered on schedule across pipelines and processes.
